The players? association has until Jan. 2 to dissolve the union through a disclaimer of interest filing that would allow individual players to file individual anti-trust lawsuits against the league. But the union and league reportedly have been in conference calls since Saturday discussing the NHL?s latest offer, as time ticks away, and the union could make a counterproposal in Monday?s meeting.

Hillary Clinton Progressing After Blood Clot In Head, Expected To Fully Recover: Doctor

WASHINGTON (AP) ? Doctors treating Secretary of State Hillary Rodham Clinton for a blood clot say the clot formed in her head but they stress that they are confident she will make a full recovery.

In an update Monday on Clinton's condition, her doctors say the blood clot did not result in a stroke, or neurological damage. The clot is located in the vein in the space between the brain and the skull behind the right ear.

Clinton's doctors say that to help dissolve the clot, they are treating her with blood thinners. They say she will be released once the medication dose has been established.

In their update, the doctors say the 65-year-old secretary of state is making excellent progress and is in good spirits.

Secretary of State Hillary Rodham Clinton spent a second day at a New York hospital on Monday, under observation for a blood clot, stemming from a concussion she sustained while battling a stomach virus.

The illness has kept her out of the public view since Dec. 7, and has started to raise a host of questions as her team keeps typically tightlipped about the details: Where is the clot located? How severe is her condition? How soon will she recover? And, as Democrats are privately if not publicly speculating, how might her illness affect a decision about running for president in 2016?

Aides disclosed the blood clot Sunday, with her spokesman, Phillipe Reines, issuing a statement that said: "Her doctors will continue to assess her condition, including other issues associated with her concussion." He had no immediate update Monday on her condition, raising the question of whether she will return to work before she steps down as secretary of state.

After decades in politics, Clinton, 65, says she plans to spend the next year resting. She has long insisted she had no intention of mounting a second campaign for the White House four years from now. But the door is not entirely closed, and she would almost certainly emerge as the Democrat to beat if she decided to give in to calls by Democratic fans and run again.

Her age ? and thereby health ? would likely be a factor under consideration, given that Clinton would be 69 when sworn in, if she were elected in 2016. That might become even more of an issue in the early jockeying for 2016 if what started as a bad stomach bug becomes a prolonged, public bout with more serious infirmity.

Not that Democrats are willing to talk openly about the political implications of a long illness, choosing to keep any discussions about her condition behind closed doors. Publicly, Democrats reject the notion that a blood clot could hinder her political prospects.

"Some of those concerns could be borderline sexist," said Basil Smikle, a Democratic strategist who worked for Clinton when she was a senator. "Dick Cheney had significant heart problems when he was vice president, and people joked about it. He took the time he needed to get better, and it wasn't a problem."

It isn't uncommon for presidential candidates' health ? and age ? to be an issue. Both in 2000 and 2008, Sen. John McCain, R-Ariz., had to rebut concerns he was too old to be commander in chief or that his skin cancer could resurface.

Two decades after Clinton became the first lady, signs of her popularity ? and her political strength ? are ubiquitous.

Obama had barely declared victory in November when Democrats started zealously plugging Clinton as their strongest White House contender four years from now, should she choose to take that leap.

"Wouldn't that be exciting," House Democratic leader Nancy Pelosi declared in December. "I hope she goes ? why wouldn't she?"

Even Republicans concede that were she to run, Clinton would be a force to be reckoned with.

"Trying to win that will be truly the Super Bowl," former House Speaker and 2012 GOP presidential candidate Newt Gingrich said in December. "The Republican Party today is incapable of competing at that level."

Americans admire Clinton more than any other woman in the world, according to a Gallup poll released Monday ? the 17th time in 20 years that Clinton has claimed that title. And a recent ABC News/Washington Post poll found that 57 percent of Americans would support Clinton as a candidate for president in 2016, with just 37 percent opposed. Meanwhile, websites have already cropped up hawking "Clinton 2016" mugs and tote bags.

Clinton returned to the U.S. from a trip to Europe, then fell ill with a stomach virus in early December that left her severely dehydrated and forced her to cancel a trip to North Africa and the Middle East. Until then, she had cancelled only two scheduled overseas trips, one to Europe after breaking her elbow in June 2009 and one to Asia after the February 2010 earthquake in Haiti.

Her condition worsened when she fainted, fell and suffered a concussion while at home alone in mid-December as she recovered from the virus. It was announced on Dec. 13.

Reines, her spokesman, said her doctors discovered the clot Sunday while performing a follow-up exam on the concussion. He said she was being treated with anti-coagulants and would remain at New York-Presbyterian Hospital until at least Tuesday so doctors can monitor the medication.

This isn't the first time Clinton has suffered a blood clot. In 1998, midway through her husband's second term as president, Clinton was in New York fundraising for the midterm elections when a swollen right foot led her doctor to diagnose a clot in her knee requiring immediate treatment.

Medical experts said the seriousness of a blood clot diagnosis varies widely based on where it is located.

Clots in the legs are a common risk after someone has been bedridden, as Clinton may have been for a time after her concussion in December. Those are "no big deal" and are treated with blood thinners, said Dr. Gholam Motamedi, a neurologist at Georgetown University Medical Center who is not involved in Clinton's care.

But a clot in a lung or the brain is more serious. Lung clots, called pulmonary embolisms, can be deadly, and a clot in the brain can cause a stroke, Motamedi said.

Last Thursday, before the blood clot was discovered, Reines said that Clinton expected to return to work this week after the New Year holiday.

Beyond talk of future politics, Clinton's three-week absence from the State Department has raised eyebrows among some conservative commentators who questioned the seriousness of Clinton's ailment after she cancelled planned Dec. 20 testimony before Congress on the deadly attack on the U.S. diplomatic mission in Benghazi, Libya.

Clinton had been due to discuss with lawmakers a scathing report on the attack she had commissioned that found serious failures of leadership and management in two State Department bureaus were to blame for insufficient security at the facility. Clinton took responsibility for the incident before the report was released, but she was not blamed. Four officials cited in the report have either resigned or been reassigned.

As rebels approached the capital of the embattled Central African Republic, the U.S. shuttered its embassy and moved out its ambassador and about 40 diplomats, the Guardian of London reported.

?This decision is solely due to concerns about the security of our personnel and has no relation to our continuing and long-standing diplomatic relations with the (Central African Republic),? read a statement posted Friday to the embassy?s website.

The Seleka rebels seized the city of Sibut about 114 miles from Bangui, the capital, a government official confirmed to The Associated Press. Sibut, a transportation hub, fell to the rebels without a shot fired because the government army had pulled back on Friday.

The rebels accuse President Fran?ois Boziz? of not meeting terms of a 2007 peace agreement, according to The New York Times. Meanwhile, Boziz?, who grabbed power in 2003 and has since been twice elected president, has pleaded for international help, appealing to the French in particular. The French government, the former colonial power, has refused to step in.

The Central African Republic, with a population of about 4.4 million, is landlocked between other politically stable countries at the heart of the continent has a population. President Barack Obama sent about 100 special operations troops to the region in April to hunt down Joseph Kony, the rebel leader of the notorious Lord?s Resistance Army and the subject of a widely viewed, 30-minute documentary, Kony 2012.

Doctors Without Borders said in a statement this week that clashes between rebels and the army have forced residents to leave their homes ? disrupting their missions to bring medical care to the region.

?This situation could have fatal consequences for people already struggling to find care after a decade of chronic armed violence had severely limited the country?s health system,? the statement said. Doctors Without Borders, which has had a presence in the region since 1997, says that malaria is the main focus of its projects there.

Enoch Nodl-ya, a nurse anesthetist for Doctors Without Borders, provided a medical perspective on other issues faced:

Hillary Clinton hospitalized with blood clot

WASHINGTON (Reuters) - U.S. Secretary of State Hillary Clinton was admitted to a New York hospital on Sunday with a blood clot linked to a concussion she suffered earlier this month, the State Department said in an announcement that looked sure to stir up speculation over the health of one of America's best-known political figures.

Clinton, 65, has been out of the public spotlight since mid-December, when officials said she suffered a concussion after fainting due to a stomach virus.

"In the course of a follow-up exam today, Secretary Clinton's doctors discovered a blood clot had formed, stemming from the concussion she sustained several weeks ago," State Department spokesman Philippe Reines said in a statement.

"She is being treated with anti-coagulants and is at New York-Presbyterian Hospital so that they can monitor the medication over the next 48 hours," Reines said. "They will determine if any further action is required."

U.S. officials said on December 15 that Clinton, who canceled an overseas trip because of the stomach virus, suffered a concussion after fainting due to dehydration.

They have since described her condition as improving and played down suggestions that it was more serious. She had been expected to return to work this week.

Clinton's illness forced her to cancel planned testimony to Congress on December 20 in connection with a report on the deadly attack on the U.S. diplomatic post in Benghazi, Libya. The attack became the subject of heated political debate in the run-up to the U.S. presidential election in November.

Clinton's two top deputies testified in her place on the September 11 attack in Benghazi, which killed the U.S. ambassador and three other Americans and raised questions about security at far-flung diplomatic posts.

Clinton indicated that she remained ready to testify and was expected to appear before lawmakers this month before she steps down, as planned, around the time of Obama's inauguration for his second term in late January.

After narrowly losing the Democratic presidential nomination to Obama in 2008, Clinton has been consistently rated as the most popular member of his Cabinet and is often mentioned as a potential presidential candidate in 2016.

PRESIDENTIAL CREDENTIALS

Clinton has said she wants to take a break from public life and has laughed off suggestions that she may mount another bid to become the first woman president of the United States.

Her stint as secretary of state has further burnished the credentials she earned as a political partner to her husband, former President Bill Clinton, and later as a Democratic senator from New York.

In the four years since she became Obama's surprise choice as the top U.S. diplomat, Clinton has broken travel records as she dealt with immediate crises, including Libya and Syria, and sought to manage longer-term challenges, including U.S. relations with China and Russia.

She has repeatedly said that she only intended to serve one term, and aides said she was on track to leave office within the next few weeks, once a successor is confirmed by the Senate.

Her last months in office have been overshadowed by the Benghazi attack, the first to kill a U.S. ambassador in the line of duty since 1979, which brought sharp criticism of the State Department.

An independent inquiry this month found widespread failures in both security planning and internal management in the department.

It did not find Clinton personally responsible for any security failures, although she publicly took overall responsibility for Benghazi and the safety and security of U.S. diplomats overseas.

The State Department's top security officer resigned from his post under pressure and three other mid-level employees were relieved of their duties after the inquiry released its report.

The controversy also cost U.S. Ambassador to the United Nations Susan Rice her chance to succeed Clinton as secretary of state.

Rice drew heavy Republican criticism for comments on several television talk shows in which she said the attack appeared to be the result of a spontaneous demonstration rather than a planned assault. She ultimately withdrew her name for consideration for the top diplomatic job.

Obama on December 21 nominated Senator John Kerry, the Massachusetts Democrat who heads the Senate Foreign Relations Committee, to fill the position of secretary of state.

Legal experts say Virginia?s laws may seem surprising.

It?s the time of year where people like to party to ring in the New Year and perhaps toss back a drink or two with friends and family.

It?s also prime season for DUI checkpoints because accidents can tragically change a family?s life forever.? So police in Central Virginia are warning everyone out there that accountability starts at home.

?It?s a scare tactic,? said Donte Henderson of Chesterfield. ?They?re trying to get people to think about drinking and driving. It?s that season where some good folks are going to leave parties with the intent of just going home. But things will happen. I think police are taking the right steps.?

But if it?s your party, just how responsible are you for an intoxicated friend or family member?s actions?

Lockheed gets up to $4.9 billion in further F-35 funding

WASHINGTON (Reuters) - Lockheed Martin Corp on Friday was awarded up to $4.9 billion in additional funding for its F-35 Joint Strike Fighter program, the Pentagon announced on Friday, providing a significant end-of-year boost in orders for the largest U.S. defense contractor.

The U.S. Defense Department said it had reached agreement with Lockheed on a preliminary contract valued at up to $3.68 billion for 31 F-35s in a sixth batch of planes to be built for the U.S. military, with details to be finalized the coming year.

It also awarded Lockheed additional separate contracts valued at up to $1.2 billion for spare parts and sustainment of the new radar-evading warplane.

The Pentagon plans to spend $396 billion to buy a total of 2,443 F-35 fighter jets from Lockheed over the next decades for the U.S. Air Force, Navy and Marine Corps, making the Joint Strike Fighter the costliest weapons program in U.S. history.

Lockheed is developing the single-seat, single-engine plane for the U.S. military and eight international partners -- Britain, Australia, Italy, Canada, Turkey, Denmark, Norway and the Netherlands, which helped pay for the plane's development.

The production contract announced on Friday includes 18 conventional takeoff and landing jets for the Air Force, six short takeoff and landing variants for the Marine Corps; and seven carrier variants for the Navy.

It does not include three F-35 fighters to be purchased by Italy and two to be purchased by Australia as part of the sixth lot of low-rate, initial production.

Those agreements will be negotiated next year, said Joe DellaVedova, spokesman for the Pentagon's F-35 program office.

He said an agreement reached earlier this month on a fifth batch of jets had helped speed up negotiations on the preliminary sixth production contract.

"The F-35 Joint Program Office continues to work diligently to ensure that managing jet cost, remaining on schedule during test and production and driving production efficiencies ... are incentivized in contract negotiations while ensuring that respectable profit is available to the contractor," he said.

He said the Pentagon continued to push the company to reduce its "rework" rate, which refers to production work that has to be redone because of mistakes, and also the amount of time needed to make any required changes to the plane's design.

Lockheed welcomed the agreement with the Defense Department.

"We remain committed to reducing costs while building upon our excellent production performance in 2012," said spokesman Mike Rein. "Our top priority remains to deliver the F-35's 5th generation capability to our U.S. and partner nations."

The agreement also does not include engines for the fighters, which are purchased under separate contracts negotiated directly between the Pentagon and engine maker Pratt & Whitney, a unit of United Technologies Corp.

Sources familiar with the government's talks with Pratt & Whitney said they were making good progress.

The Defense Department two weeks ago finalized an agreement with Lockheed for a fifth batch of F-35 planes, a $3.8 billion deal to buy 32 of the aircraft.

At the time, company executives and defense officials said that agreement paved the way for a deal on early funding for the next group of planes by the end of the year.

The agreement obligates a significant portion of the funding for that next group of F-35s, safeguarding that money from cuts, even if U.S. lawmakers do not reach a deal to avert automatic reductions due to start taking effect on January 2.

The agreement also removes a potential $1.1 billion liability that Lockheed said it faced on the program for work done by it and its key suppliers without a signed contract.

Lockheed shares closed $1.49, or 1.6 percent, lower at $91.34 on the New York Stock Exchange on Friday.
